The Solar Cooker Japan (SCJ) is an organization established voluntarily by some Japanese from various fields such as a public servant, scholars, artists, students, and solar cooker lovers.／ソーラークッカー・ジャパン（SCJ）は自主的に立ち上がった組織で、公務員や学者、芸術家や学生、ソーラークッカー愛好者といった各種分野の日本人に支えられています。
Considering the importance of stopping deforestation in Africa and providing alternative cooking tools to especially impoverished people, we set up SCJ in February of 2007 and started to distribute information on solar cookers to African countries such as Kenya and Rwanda. Additionally, we conducted a feasibility study on a new balloon type solar cooker, which was invented in Japan and the inventor is a member of SCJ. We have created partnership with the Solar Cookers International East African Branch (SCIEA) located in Nairobi, and they have conducted the study in order to find out applicability of the new cooker to eastern African countries.／アフリカにおいて森林減少を止めることの重要性に鑑み、また、特に貧しい人々に代替の調理器具を提供するため、私たちは2007年２月にSCJを設立し、ケニヤやルワンダといったアフリカ諸国にソーラークッカーの情報を提供することを始めました。加えて、私たちは新しいタイプのバルーン式のソーラークッカーの実証実験を行いました。そのクッカーは日本で開発され、開発者はSCJのメンバーです。私たちは、ナイロビに位置しているソーラークッカーズ・インターナショナル東アフリカ支所（SCIEA）と提携することとし、彼らがその新しいクッカーの東アフリカ諸国での適合性を調べる調査を行いました。
 
Since 2009 up to now, the activities by SCJ have been significantly limited. The following are highlights of those activities／2009年から今まで、SCJの活動は極めて限定さられていました。以下がその活動の要点です：
1. Redesign and maintenance of SCJ website／SCJウェブサイトの再構築と維持
2. Design of a panel cooker for usage in Rwanda／ルワンダ用のパネル型クッカーの設計
3. SCJ bank account rearrangement／SCJの銀行口座の設定変更
4. Revision of SCJ Article of Association in Japanese／SCJ規約の改正
5. Corresponding by e-mail to inquiries about the balloon cooker and other solar cookers in Japan／バルーン・クッカーや日本の他のソーラークッカーに関する照会についてメールで応対
 
The reasons why SCJ activities have practically become frozen as illustrated above are as follows／SCJの活動が上記のとおり事実上凍結された理由は次のとおりです：
・ A feasibility test of the balloon cooker at this stage is completed and remodeling of the balloon cooker is needed for the next step, which is not yet done.／バルーンクッカーの現時点での実証試験は完了し、次の段階に進むにはバルーンクッカーの改造が必要なのですが、それがまだなされていないため。
・ The weather in Kigali, Rwanda is mostly cloudy and the more shiny weather, which is suitable for solar cooker usage, is available only in the Eastern Province, which is far from Kigali (at least 1-2 hour drive from where we are living).／ルワンダのキガリの天候は曇天が多く、より多くの晴天が見込まれ、ソーラークッカーの使用に適しているのは東州なのですが、東州はキガリから遠いため（私たちが住んでいる場所から最低１～2時間の車の移動が必要）。
・ Ex-minister of state in Rwanda in charge of energy tried the solar cooker by himself but he found the usage was not very much convenient in Rwanda (perhaps because the cooking in Rwanda for breakfast and dinner happens before sunrise and after sunset, and lunch cooking under the sun during the daytime is usually too hot, and also because the cooking is significantly influenced by the weather, which changes very frequently in a mountainous country like Rwanda).／以前のルワンダのエネルギー担当大臣が自らソーラークッカーを試したのですが、ルワンダではあまり便利とは言えないという見解を有したため（おそらく、ルワンダでの朝食と夕食の調理が日の出前あるいは日没後に行われ、日中の陽射しの下での昼食の調理はしばしば暑すぎ、そして、ソーラークッカーの調理は天候に大きく影響を受けるのですが、ルワンダのような山岳国では天気が頻繁に変化するとの理由から）。
・ High quality solar cookers are not easily available in Rwanda, and locally available cookers are often with low quality and very expensive (e.g. a box type cooker of US$400, which we requested a local technical college to produce, did not function well due to low quality of insulation of the cooker).／高品質のソーラークッカーはルワンダでは容易に入手できず、地元で入手できるクッカーはしばしば低品質かつ高価であるため（例えば、地元の技術大学に製造を依頼したボックス・タイプのクッカーは400米ドルしましたが、クッカーの断熱効果が十分ではなく、あまり使える物にはならなりませんでした）。
・ It was once assumed that a panel type cooker, which is much cheaper than other types of solar cookers, would have a high potential to be used for dirty drinking water purification in the Eastern Province, but such needs seem to be limited recently as the Japan International Cooperation Agency (JICA) is conducting a project to improve a drinking water distribution system of the whole Eastern Province.／他のソーラークッカーよりずっと安価なパネル・タイプのクッカーは、東州での汚れた飲み水を浄化するのに大いに潜在性があると想定していたのですが、ジャイカが東州全域の飲料水供給を改善するための事業を実施中のため、そのような需要は昨今限られているようであるため。  
 
Therefore, unless the current situation changes in favor of solar cooker usage in Rwanda, I would like to propose to limit SCJ activities such as only maintaining SCJ website and keeping sharing already obtained information.／ですから、ルワンダでのソーラークッカーの使用が有効になるような変化が現状に起こらない限り、SCJの活動については、SCJのウェブサイトの維持や、既に得た情報の継続的提供といったものに限定することを提案したいと思います。
I will let you know if such a change happens, and you are most welcome to suggest any good ideas to make SCJ active again.／そのような変化が起こった際にはお知らせしますし、SCJの活動を再び活発にする良い提案があれば大いに歓迎いたします。
